Narrative

A 1987 graduate of the University of Wisconsin, Madison, after commissioning in the U.S. Navy, Captain Singer reported to USS Ogden (LPD-5) in Long Beach, CA, for his first sea duty tour as Auxiliaries Officer, Admin/Personnel, and First LT from 1988 – 1992. During his time on the Ogden he was deployed in support of the Exxon Valdez Cleanup Operation and Operations Desert Shield and Desert Storm where the ship was deployed for 10 months. CAPT Singer left active duty in 1992 and immediately resumed service in the Naval Reserve.

In October 2001, CAPT Singer was mobilized as part of Operations Noble Eagle and Enduring Freedom. While mobilized, CAPT Singer was assigned as the program manager for Naval Coastal Warfare and Patrol Coastal Craft. He was responsible for allocating forces in support of operations and overall budgeting. In addition CAPT Singer developed the Pacific Fleet policy statement for integration of Naval Coastal Warfare with the Mobile Security Force.

From December 2008 to November 2011, CAPT Singer was the Commanding Officer of NR C5F Theater Security Cooperation and Partnership Support. CAPT Singer was the lead Navy Planning Officer for exercise Bright Star that takes place every other year in Cairo, Egypt. As the lead for the Maritime Planning Cell, he managed input from Egyptian, Pakistani, Italian, Kuwaiti, Iraqi, Turkish, Canadian, and Greek officers. His most previous assignment was as the Executive Officer for NR CPF MOC DET 601 in San Diego.

His most recent position was the State of MN, Navy Emergency Preparedness Liaison Officer. He has just come off mobilization to Puerto Rica and FEMA National Headquarters in support of hurricane disaster relief. His decorations include the Legion of Merit, Meritorious Service Medal, Navy Commendation Medal (2), Navy Achievement Medal (2), Combat Action Ribbon and numerous campaign and service medals.
